Annual President’s Report 2007

Hello CWPOA Members,

The 2006-2007 year has been a good one. Much needed work is moving forward and the claim against our road property was dismissed.

As you know from our earlier update, your Association achieved a favorable outcome in both of the legal actions attempting to claim our Cascadel Road property, as they were both dismissed without going to trial. Though this means there is no court judgment, we prevailed in defending our claim to the property underlying Cascadel Road and continue to maintain all of the roads in Cascadel.

However, we are continuing to pursue the process of settling the legal status of all roads within Cascadel Woods once and for all, establishing our ownership of the roads left to us by the original developers and their corporations. This will clarify the situation for everyone, thereby reducing the likelihood of these kinds of challenges in the future. With any luck, in next year’s report we will be reporting a final resolution to our road status issues.

Ongoing Projects

Project Fire and Life Safety – Cascadel Woods

We are working on a new project designed to bring together several projects with the goal of enhanced fire and life safety for everyone living in, and using, Cascadel Woods.

We will be working to make the roads safer and California Fire Code compliant as much as possible, properly post the roads for fire personnel and other’s safety, pursue a fuel break surrounding all of Cascadel and continue to promote healthy land management on our community lands.

This will involve working closely with the local emergency response agencies, the Fire Department, CAL Fire, the USFS, the Fire Safe Council and PG&E to affect this safe access, fire safety, and continued land health.

We plan on holding more fire awareness meetings at the Clubhouse like the very successful one recently sponsored and presented by our own Eastern Madera County Fire Safe Council.

Roads

Maintenance continues as always. Cascadel Drive received critically needed repairs to prevent a major failing of road surface when the rains come, some crack filling has been completed and the dirt road was rocked and graded.

Moving into next year we hope to continue the crack sealing process throughout Cascadel, clear and build up the shoulders, continue to repair potholes, meet Fire Code and continue developing our long-range plan to resurface all of the roads in Cascadel.

All of this dovetails with our Project Fire and Life Safety.

CSA 21

Additional fuel reduction and thinning work is scheduled for this fall. This too is part of our Project Fire and Life Safety in that fire safety is affected as well as healthier land.

The Water Company elected not to develop a well on CSA 21 at this time as the site selected presented costly technical problems. They did drill a well on their property near the end of Cascadel Drive North.

Ponderosa Telephone Upgrade

Ponderosa Telephone Company has not yet completed their upgrade and may be back this season.


PG&E Tree Trimming

Our ongoing communication with PG&E vegetation management has produced excellent results. We are now being kept in the loop by their contractors coming up to Cascadel, letting us know when work is being done, not using chemicals around the poles and we are able to give ongoing input.

You should be receiving door hangers and phone calls if any work is to be done on your property.

To further raise awareness about this important PG&E function we are planning to have PG&E up to do a presentation to all of us before next year’s vegetation management begins.
